In NYC, private facilities are not required to give public access to their lavatory. For every 7000 resident, not including the million of tourist, there is 1 public bathroom. These facilities are scattered and difficult to find.
SHOWER
In NYC, many have started different shower programs, almost all have died out. No more than 5 Shower facilities scattered across all of NYC. Most are open only 3/4 of the year.
SHAVE
In NYC, it is unheard of to have a facility for and that supplies resources to individuals to pop in for a shave.
Solutions

Build several street trailers, mobile or stagnant, that have year round showers, toilets, and wash sinks for shaving.

Using the bathroom is necessary in order to stay healthy, and It is a human right. Providing bathroom facilities throughout NYC satisfies daily basic needs.
No one should be denied access to cleanliness. A shower gives a sense of self worth, it rejuvenates the soul and the spirit. Not to mention it removes any body odor.
Access to a facility, with supplies, in order to manicure oneself allows you to present yourself to the world to find work, housing, relationships, and acceptance in society.

The need to relieve oneself doesn't end when the sun goes down. The unsheltered with jobs also come home at night and need a place to shower. All New Yorkers need to relieve themselves anytime of the day or night.
